NTPC is currently looking for motivated and qualified candidates interested in the following position:

Position: Hydro Safety Engineer

Workplace: Sangkeo Village, Gnommalath District, Khammouane Province.

Job Purpose: Under the direction of the Hydro Safety Manager, support and coordinate the implementation of the Hydro Safety Department’s Annual Action Plan, ensuring compliance with technical requirements, the Lao PDR Dam Safety Law, and applicable regulations.

Coordinate Hydro Safety Reviews, Audits, Monitoring Programs, and Dam Safety Certification activities while promoting international best practices and continuous improvement.

Act as a technical liaison with internal departments, consultants, contractors, regulatory authorities, and other stakeholders, while promoting a strong and proactive Hydro Safety culture through awareness, training, and capacity-building initiatives.

Key Responsibilities:

• Identify and assess potential failure modes and recommend preventive measures using EIHS/FIHS risk assessment frameworks.
• Provide technical guidance on Hydro Safety initiatives, including dam monitoring, facility inspections, asset integrity, maintenance, and improvement projects.
• Monitor Hydro Safety events and corrective actions in Archer and participate in RCFA investigations.
• Participate in emergency response activities and lead the planning, coordination, and evaluation of EAP drills and exercises.
• Serve as the designated Dam Safety Engineer in compliance with the Lao PDR Dam Safety Law and liaise with relevant authorities.
• Maintain the register of safety-critical facilities, structures, systems, and equipment, and support FMEA, ITI, Safety Reviews, and other technical assessments.
• Lead and coordinate Hydro Safety Monitoring Programs, Audits, Safety Reviews, and Dam Safety Certification activities.
• Support the development, implementation, monitoring, and continuous improvement of the Hydro Safety Department’s Annual Action Plan.
• Prepare accurate and timely Hydro Safety reports for management, regulators, government agencies, and other stakeholders.
• Act as the technical focal point for Hydro Safety matters, coordinating with internal departments, consultants, contractors, authorities, and independent review panels.
• Develop and promote Hydro Safety awareness and technical training for employees, contractors, local communities, government authorities, and other stakeholders. Safety Monitoring Programs, Audits, Safety Reviews, and Dam Safety Certification activities.

Competency Requirements:

• Bachelor’s degree in civil engineering and/or related fields.
• Minimum 5 years of experience in Hydro Safety and Dam Safety within a hydropower plant.
• Experience developing and implementing safety programs for hydroelectric projects.
• Experience providing Hydro Safety training and technical guidance to site personnel.
• Knowledge of the Lao PDR Dam Safety Law, Dam Safety Guidelines, and relevant national policies.
• Good communication, reporting, and Microsoft Office skills. Language skills: English, Lao.
